ALL THOSE WHO ARE LIKELY TO BE IN CONTACT WITH OR BE CONTACTED BY
NEWSMEN IN CONNECTION WITH EVENTS IN THE MIDDLE EAST.
2. ADDITIONALLY, THE FOLLOWING STANDING GUIDANCE SHOULD BE
REEMPHASIZE TO ALL CONCERNED:
A. SECURITY WILL BE MAINTAINED AT THE SOURCE.
B. NO REPEAT, NO CORRESPONDENT WILL BE GIVEN ACCESS TO
CLASSIFIED INFORMATION WHETHER OR NOT HE INTENDS TO SUBMIT HIS
MATERIAL FOR SECURITY REVIEW.
C. DISCUSSIONS SHOULD BE LIMITED TO MILITARY CAPABILITIES AS
DISTINGUISHED FROM MILITARY INTENTIONS. THERE WILL BE NO DIS-
CUSSION OF OR SPECULATION ABOUT MILITARY INTENTIONS--OUR OWN
INTENTIONS OR THE INTENTIONS OF OTHERS.
D. FOREIGN POLICY IS A RESPONSIBILITY OF THE PRESIDENT AND
SECRETARY OF STATE. THE MILITARY IS AN INSTRUMENT OF FOREIGN
POLICY AND NOT A MAKER OF FOREIGN POLICY. ALL MILITARY PERSONNEL
WILL REFRAIN FROM COMMENTING ON OR SPECULATING ABOUT FOREIGN
POLICY MATTERS, EXCEPT TO ACCURATELY REFLECT WHAT THE PRESIDENT OR
SECRETARY OF STATE HAVE ENUNCIATED.
